Dr. Stuart Van Horn

In fall 2016, he also served as interim President of West Hills College Coalinga.

He began his professional career as a news anchor for an NBC News affiliate in Montana shortly after receiving his Bachelor’s Degree from University of Great Falls, MT, a small NAIA college in Montana. A reentry student, he attended Orange Coast College and accumulated 67 transfer credits.

Prior to accepting the Vice Chancellor position, he served as Dean of Instruction at Folsom Lake College from 2005-2013. Prior to that, he served as Associate Commissioner of the Community College League of California’s Commission on Athletics (COA) for nine years. While in that position, he created the system wide corporate business and partnership platform, founded the COA Sports Festival, and coordinated development and launch of the COA’s first World Wide website and the COA’s Annual Convention. Other experience includes serving as Director of Public Information Services of the California Association of Community Colleges (known today as Community College League of California), Director of Community Relations at Mt. San Antonio College, and Senior Vice President of The Resource Group, an economic development entity, where he consulted 42 community colleges in California in program development and labor market acquisition projects.

A native of Newport Beach, CA, he received his Doctorate in Educational Leadership in 2008 and his Master’s in Educational Administration in 1991. Van Horn has regularly authored reports and conducted studies of career and technical education, the business of sport, educational leadership, and economic impact. His doctoral study explored how California community colleges assess cultural competency in hiring processes for sport head coaches and he chaired a task force identifying the economic impact of community college athletics in the Sacramento region and has consulted community college athletics programs with a specific emphasis on Title IX mandates.
