Chancellor

Compensation:

Salary, length of contract, and other terms and conditions of employment will depend on experience and will be competitive with those of similar districts in the Central Valley.

POSITION DUTIES:

Summary 

As Chief Executive Officer (CEO) of the District, the Chancellor is responsible to the Governing Board for the administration of the District in accordance with District rules and policies, federal law, and state law, including, but not limited to, the California Education Code. 

The Chancellor hires, supervises, evaluates, and is directly responsible for the following positions: 

  • College Presidents 
  • Vice Chancellor 
  • Associate Vice Chancellor of Education and Student Services
  • Associate Vice Chancellor, Information Technology
  • Associate Vice Chancellor, Human Resources
  • Executive Director, West Hills Community College Foundation 
  • Director of Marketing, Communications, and Public Information
  • Director of Accreditation, Research, Institutional Effectiveness, and Planning
  • Executive Assistant to the Chancellor and Board of Trustees 

 

Examples of Essential Duties and Responsibilities

The Chancellor shall have specific powers and duties and shall be directly responsible to the Governing Board for their proper exercise.  The listing of specific duties and responsibilities, however, shall not be interpreted to exclude all those powers, duties, and responsibilities not specifically mentioned but which are essential and integral to the position of Chancellor. The Chancellor must be able to competently perform each essential duty.

  • The Chancellor’s powers and duties shall be initiatory and executory. The Chancellor shall act both as a professional advisor of the Governing Board in the formulation of policies for governing the District and as chief executor of the policies adopted by the Governing Board.  All powers and duties delegated to the Chancellor are to be executed in accordance with the policies adopted by the Governing Board.  All acts performed by the Chancellor which are classed in laws as discretionary are subject to review and to final approval by the Governing Board unless the Governing Board specifically authorizes such acts to be executed in a particular manner.  In a timely manner, the Chancellor shall provide the Governing Board with appropriate information in order that the Governing Board may promulgate policy.  The Chancellor shall act in accordance with all policies officially approved by the Governing Board.
  • The Chancellor shall work in a team relationship with District administrative members in support of the Governing Board.
  • The Chancellor shall attend all meetings of the Governing Board and directs the preparation of Governing Board agendas and minutes.
  • The control of the District shall be unified under the Chancellor, and all employees of the District shall be responsible to the Chief Executive Officer through the District organizational structure.
  • The Chancellor chairs the Chancellor’s Executive Cabinet and District Leadership Cabinet meetings.
  • The Chancellor keeps the Governing Board apprised of pending legislative changes affecting the District and maintains continuing liaison with the District’s representatives in Sacramento and Washington, DC.
  • The Chancellor represents the Governing Board in its relationships with the citizens and the various social, civic, educational, and governmental agencies within the District and, when appropriate, communicates on behalf of the Governing Board.
  • The Chancellor represents the Governing Board to the staff, and the staff to the Governing Board, in order to ensure coordination of effort with the District.
  • The Chancellor represents the District at meetings of the Board of Governors, Community College League of California, Association of California Community College Administrators, and Chief Executive Officers.
  • The Chancellor shall have the power to make rules and regulations to govern routine matters and makes recommendations for changes in administrative procedures, organizational structure, and management of the District.
  • The Chancellor recommends to the Governing Board the employment, promotion, and termination of employees. The Chancellor may authorize employment prior to Governing Board action to accommodate payroll processing; however, Governing Board action is required to ratify employment.  The Chancellor is authorized by the Board of Trustees to accept the resignation of any employee.
  • The Chancellor provides direction for the professional and leadership development of the District with a focus on teaching, counseling effectiveness, student access, and student success.
  • The Chancellor recommends implementation of curricular changes, adoption of digital applications, and enrollment management applications.
  • The Chancellor shall have control and supervision of all District buildings, grounds, and equipment.
  • The Chancellor shall recommend to the Governing Board (and shall approve upon the Governing Board’s delegated authority to the Chancellor) all plans for the construction of buildings, landscaping of property, and repairs or alterations to existing property, and shall see that all plans adopted are properly executed.
  • The Chancellor ensures that the District maintains a healthy fiscal position in accordance with applicable Board Policy and Administrative Procedure. The Chancellor shall work with the Governing Board to achieve defined financial goals and maintain financial stability through collaborative budget development, strong oversight, and strict adherence to sound budget policy, procedures, and timelines.
  • The Chancellor initiates plans and programs of analysis leading to the establishment and evaluation of District and campus goals and objectives and shall make an annual report on the condition and the progress of the District and such other reports as the Governing Board may request from time to time.
  • Pursuant to any applicable District policies, administrative procedures and/or governing law, the Chancellor shall hear any complaints against the District and shall act as judge in matters of controversy between the various District employees and between District employees and students, parents of students, or patrons, when the controversies relate to District affairs. The Chancellor is charged with the enforcement of the rules, regulations, and decisions of the Board of Trustees and shall be responsible for the dissemination of all general orders adopted by the Governing Board relating to all District employees.
  • The Chancellor is responsible for the development of budget recommendations and administration of the budget(s) in the Chancellor’s area of responsibility in accordance with the parameters of the budget as approved by the Governing Board.
  • The Chancellor shall perform at the highest professional level of competence the services, duties, and obligations required by California law, federal law, and the rules, regulations, and policies of the Governing Board and District.
  • The Chancellor is responsible for ensuring that applicable bargaining agreement, board policies, and state and federal education statutes are consistently adhered to in the District by holding accountable those responsible for their implementation.
  • The Chancellor is responsible for familiarity with and support of federal, state, and District policies on affirmative action. The Chancellor endeavors to protect students, employees, and members of the community from all discrimination, including sexual harassment.
  • The Chancellor promotes good health and safety practices, ensuring that employees work under conditions which protect their health and safety and urges full and continuous staff support of energy conservation efforts.
  • The Chancellor is responsible for ensuring that all employees work within the duties and responsibilities described in class specifications, and for following all policies, rules, regulations, contract agreements, and procedures of the state and the District, including the requirement that access to privileged information be carefully protected.

Qualifications

Knowledge and Skills

  • Principles, theories, and practices of public administration specifically related to higher education.
  • Instructional program development and implementation at a community college.
  • Sound fiscal management policies as related to community colleges.
  • California Education Code, as it pertains to community colleges.
  • Local economic conditions, student data, and enrollment trends.
  • Understanding of, sensitivity to, and respect for the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of the District community including potential and current students.

 
Abilities

  • Utilize technology, including Microsoft Office Suite products.
  • Adept communication, both in writing and orally.
  • Interpersonal skills including tact, patience, and diplomacy.
  • Serve as the District’s spokesperson.
  • Knowledge of principles of leadership, management, and supervision.
  • Analyze complex financial, statistical, and narrative data regarding all aspects of college and district operations.
  • Work effectively with diverse students, staff, faculty and administrators; individually and as a team.
  • Manage and motivate staff and work effectively with all sectors of the District and colleges, including faculty, staff, students and administration.
  • Interpret and apply rules, regulations, policies and procedures.
  • Handle difficult and sensitive issues and problems and resolve conflicts.
  • Highly creative, but practical.
  • Must be a self-starter, with the ability to lead and assume initiatives without close supervision.

 
Physical Demands

Minimum Education and Experience 

  • Master’s degree from a regionally accredited institution or equivalent
  • Three years of senior-level administrative experience in education, defined as an executive position reporting directly to a governing body or chief executive officer and being responsible for a broad operational segment of the organization with significant fiscal and programmatic oversight (e.g. academic affairs, student services, administrative services, college campus)

The following education and experience is desirable:

  • Doctorate degree from an accredited institution.
  • A minimum of five years of management experience with significant and progressively more complex decision-making responsibilities.
  • Previously or currently held position as President or Vice Chancellor in higher education or equivalent
  • Experience in a multi-college district
  • Administrative experience in areas of academic affairs, student affairs, financial management, faculty, staff and community relations, and facilities development and strategic planning.
  • Faculty experience in teaching or student services, or other leadership experience providing support for the role of faculty that demonstrates a strong understanding of the teaching/learning and student development processes.
  • Demonstrated experience utilizing principles of organization and leadership practices that promote professional excellence among all employees.
  • Strong communication skills: both oral and written communication.
  • Demonstrated experience to effectively navigate the complexities of the California community college policy, legal and accreditation environment or equivalent.
  • Proven record of successful management of resources, including integrated planning and budget development, during both increasing and decreasing budget cycles.
  • Successful external resource development experience, including pursuit of grant funding and community support through partnerships and/or a foundation.
  • Demonstrated leadership experience providing support for the comprehensive student experience.
  • Skilled in the use and application of technology including video conferencing and virtual meeting platforms, appropriate office software, applicable learning management systems and the application of data analysis and reporting technology.

 

Required Licenses and Certificates 

  • Master’s degree from an accredited institution or equivalent

 

Exam/Background Check

  • Must complete and clear a live scan to the extent authorized by law, and obtain satisfactory results from a background check. A background check will be conducted pursuant to applicable law, including but not limited to, the Fair Credit Reporting Act (FCRA), the Investigative Consumer Reporting Agencies Act (ICRA), Consumer Credit Reporting Agencies Act (CCRA), Information Practices Act (IPA), and Labor Code section 432.7.  The background check will include the disclosure of any information permitted by applicable law, including but not limited to, criminal record checks (pursuant to applicable authority, e.g., Labor Code, Education Code, Penal Code) and credit reports.
  • Employment is conditional upon the satisfactory results of a medical and/or psychological examination and/or inquiry, as the fitness for duty assessed by such is job related and consistent with business necessity. Any examination/inquiry will be conducted regardless of disability in accordance with governing law.  Examination and testing is conducted by the District’s contracted health care provider.

Working Conditions

  • Work is performed indoors where minimal safety considerations exist.
  • Office environment; subject to constant interruptions. May require walking or driving from site to site to conduct work on campus.
